No person shall deposit, place, throw, scatter or cast any commercial handbill in or upon any public place in the City. No person shall hand out, distribute or sell any commercial handbill in any public place. However, a person may hand out or distribute, without charge to the receiver thereof, any noncommercial handbill in any public place to any person willing to accept such noncommercial handbill.
