(a) No person shall harbor or hold for reward, and no person other than the legal owner shall procure a license for, any animal which has strayed upon the premises of such person or has been picked up on a public highway or other public place unaccompanied by its owner or other responsible person, or which has been stolen from the owner.
(b) Any person shall immediately notify and turn over to the animal pound all such stray animals where such animals are registered, and their respective owners, if any, shall be promptly notified at their registered or known address.
