No owner or other person having the possession, care, custody or control of any animal shall permit such animal to run or be at large in the public streets, lanes, alleys, vacant lots or open or public places, or upon any private premises other than the premises owned or occupied by the owner or other person having the possession, care, custody or control of such animal. However, such animal may be led about outside the premises of the owner or other person having the possession, care, custody or control of such animal on a suitable leash and in the immediate control of a competent person.
