610.08 DOG LICENSES.
   (a)   Compliance Required. No person shall own, keep or harbor any dog in the City unless such person has complied with the laws of the State and the provisions of this chapter providing for the licensing, registration and care of such dog.

   (b)   License Required; Liability of Owner. No person shall own, keep, possess or harbor a dog over the age of six months in the City without first obtaining a license therefor from the City Clerk. Every owner of a dog shall be liable for damages for injuries to persons or property that may be caused by such dog on any such public highway or other public place, to be determined and collected in appropriate legal proceedings therefor, in which proceedings any failure or refusal by such owner to comply with this section shall constitute prima-facie evidence of negligence.    (c)   Application; Term. Upon application filed with the City Clerk, giving the name, breed, sex, age, color and markings of the dog and the full name, residence, phone number and birth date of the applicant, the City Clerk shall cause to be issued to each applicant a license to own or harbor a dog for the term commencing on the date of such license and terminating on June 1. A license may be purchased for a one-year, two-year or three-year period, which shall coincide with the period remaining on the certificate of vaccination.

   (d)   Rabies Immunization Required; Exception. No dog shall be licensed by the City Clerk until the owner of the dog displays to the City Clerk a valid certificate showing the name, breed, sex, age, color and markings of the dog, and the full name, residence, and phone number of the applicant and that such dog is currently immunized against rabies by a licensed veterinarian. The certificate of the veterinarian must be displayed to the City Clerk at the time of issuance of the license. If a licensed veterinarian certifies, in writing, that a dog, because of age or infirmity, would be physically injured by such a rabies immunization shot, then the immunization will not be necessary for such dog.    (e)   Fee. Upon payment of the required fee, the City Clerk shall deliver to the applicant a metal check containing, duly stamped thereon, the number of the license, the year when issued and the words, "License, Lincoln Park, Michigan." For each such license, the City Clerk shall, at the time and before issuing the same and for each renewal thereof, collect from each applicant and pay to the City Treasurer a fee which shall be prescribed from time to time by Council resolution.

   (f)   Tag and Collar Required. No person shall own, harbor or possess any dog six months old or over that does not, at all times when such dog is off the premises of the owner, wear a collar or harness with the license tag described in subsection (e) hereof. No person shall remove the collar, harness or license tag from the dog without the consent of the owner or party to whom the license therefor is issued.
