610.05 VICIOUS OR RABID ANIMALS.
   (a)   No person shall own or harbor an animal that has been bitten by any other animal known to have been afflicted with rabies, or an animal that has bitten any person. Any person who has in his or her possession an animal which has contracted rabies, which has been subjected to the same, which is suspected of having rabies or which has bitten any person, shall, upon demand of the Police Department or the Health Officer of the City, produce or surrender the animal to the Police Department to be held for observation and treated as set forth in this section. However, any such animal may be surrendered to a registered veterinarian or to any nonprofit corporation organized for the purpose of sheltering animals, or, upon written agreement, on forms provided by the Police Department, between the victim and the owner of any such animal, the animal may be confined on the premises of such owner for a ten-day quarantine period with the understanding that the animal may be inspected on the premises by a Police Department officer and/or by the Health Officer at any time.
   (b)   Every person owning or harboring an animal which has been attacked or bitten by another animal showing symptoms of rabies shall immediately notify the Police Department that he or she has such an animal in his or her possession. Whenever any animal suffering from rabies is held by the Police Department for ten days and it has not recovered from such rabies, it shall be destroyed.
   (c)   Whenever an animal is brought to the pound with a record of having bitten a person and it appears that such animal is a fierce, vicious or dangerous animal, the Police Department shall cause such animal to be destroyed as a vicious animal after holding such animal a sufficient length of time to meet the requirements of the Health Officer and after filing a written notice with the Chief of Police.
