610.02 LIMITATIONS ON NUMBER AND TYPES PERMITTED; EXCEPTIONS.
   (a)   Except as otherwise provided in this chapter, no person shall keep or house any animal, except dogs, cats, hamsters, guinea pigs, domesticated rabbits, parrots, canaries, parakeets, cockatoos and other birds that are commonly kept as residential pets, provided, however, that no species of dogs or cats shall have as part of its lineage any animal that is or has been taken from the wild or that is feral in nature.
   (b)   No person shall keep or house more than two dogs and/or two cats in any household, provided that when a female dog or cat has a litter, the litter may stay with the mother animal until it is three months old. (Res. 2019-029A. Passed 2-2-19.)
   (c)   Council, by resolution, may permit educational, philanthropic, fraternal, charitable or religious organizations permanently located in the City and not operated for profit, upon written application to Council, to keep other types of animals not named in subsection (a) hereof upon such conditions as Council may require for not longer than thirty days, renewable with the concurrence of the Mayor and Council, if Council determines that the temporary keeping of such animals is not contrary to the public health, safety and welfare, and that the reason for the request is reasonably related to such organization's purposes.
