The Department of Public Works and Public Services shall cause appropriate signs and pavement markings to be placed in or on Municipally owned areas, as the Police Department may recommend, designating any parking area thereon or any other portion thereof to be one way. No person shall move, park or stand or cause any motor vehicle to be moved, parked or stood in any direction different from that so designated for one-way traffic.
