Any person operating a motor vehicle on any Municipally owned area shall operate the same at a careful and prudent speed, not greater than or less than is reasonable and proper, having due regard to the traffic, to the surface and width of the traffic lane in which the motor vehicle is traveling and to any other conditions then existing, and shall not operate any motor vehicle thereon at a speed greater than that which will permit him or her to bring such vehicle to a stop within an assured clear distance ahead. However, in no event shall any person operate any motor vehicle thereon in excess of fifteen miles per hour.
