The Department of Public Works and Public Services shall cause lines or marks to be painted and maintained on the surface of the parking areas located on any Municipally owned area to designate the spaces to be used for the parking of vehicles.
No person shall park any motor vehicle across such lines or marks or park any motor vehicle in such a way that it is not within the area so designated by such lines or marks unless the vehicle is too large to be confined in one such space, or unless the vehicle is in the process of being used for deliveries or pickup.
