No person shall ride a skateboard or similar device in any shopping center in the City. As used in this section, "shopping center" means any grouping of two or more retail stores and includes the sidewalks, roads and parking lots adjacent to the stores of the shopping center; any access to the stores; and the floor space of the stores.
