(a) Required. Every shopping center in the City shall provide handicapper parking spaces in numbers to conform with the requirements of Section 2 of Act 1 of the Public Acts of 1966, as amended (M.C.L.A. 125.1352).
(b) Duties of City. The City, upon the request of either the owner or the person in charge of the general operation and control of any parking area, shall:
(1) Provide for the designation of handicapper parking spaces in the parking area;
(2) Provide for the towing away and/or impoundment, by the Police Department, of a vehicle not properly identified as a handicapper as provided in Section 8.10(1)(s) of the Uniform Traffic Code; and
(3) Designate traffic lanes and regulate traffic by means of traffic control signals on signs to facilitate the use of the lot for handicappers.
(c) Violations; Impounding. Violations of this section shall be processed in the same manner as a civil infraction under Act 300 of the Public Acts of 1949, as amended (M.C.L.A. 257.1 et seq.).
(d) In addition, unauthorized use of handicapper parking space by a vehicle not identified as required under Section 8.10(1)(s) of the Uniform Traffic Code shall be subject to towing away and impoundment at the owner's expense and liability.
