The owner or operator of a shopping center shall cause appropriate signs and/or pavement markings to be placed wherever he or she deems such signs and/or pavement markings necessary, designating any roadway, alley, street, thoroughfare or parking area on such property to be a one-way street, alley, roadway or thoroughfare. No person shall move or cause any vehicle to be moved or parked or stand any vehicle in any direction different from that indicated on any such street, alley, roadway, parking area or thoroughfare so designated for one-way traffic.
