As used in this chapter:
(a) "Handicapper parking space" means a parking space twelve feet wide marked off in blue paint, which parking space shall be identified by a sign approximately six feet above grade inscribed with the international wheelchair symbol or a reasonable facsimile thereof.

(b) "Parking area" means an area near or contiguous to a shopping center and used by the public as the means of access to and egress from the stores and business establishments at the shopping center and for the free parking of motor vehicles of patrons of the shopping center.
(c) "Shopping center" means a minimum area of three acres of land on which there is located one or more stores or business establishments and on which there is provided a parking area.
