(a) Permit Required. No person shall participate in any parade, procession, exercise or similar activity which results in the congregating together of ten or more people unless such parade, procession, exercise or similar activity has been approved, in advance, by Council, upon a written application for such permission. Such parade, procession, exercise or similar activity shall traverse over the route and at the time designated in a resolution of Council and shall be subject to all reasonable rules and regulations established by the Police Department.

(b) Use of Public Property. No parade, procession, exercise, mass demonstration or similar activity which results in the congregating together of ten or more people shall be permitted in any of the parks, public places or boulevards in the City without a permit having been obtained therefor from Council as set forth in subsection (a) hereof.

(c) Exemptions. This section shall not apply to personnel or vehicles of the armed forces of the United States or the military forces of the State, to personnel or equipment of the Police Department or the Fire Department or to any bona fide funeral procession which is composed of a procession of vehicles identified by the display on the outside of each vehicle of a pennant or other identifying insignia or such other method as may be determined and designated by the Public Safety Commission.
