No operator of a motor vehicle shall grant or offer to grant a ride in a motor vehicle to any person who is standing on the sidewalk, between the street and the sidewalk, in the street, or within the curb lines of a street or highway, for the purpose of soliciting a ride from the driver of a motor vehicle.
