(a) The owner of any motor vehicle which is impounded or otherwise placed in the auto pound of the City shall be charged for storage thereat, commencing forty-eight hours after the placing of the motor vehicle in the pound at the rate of two dollars ($2.00) per day or fraction thereof.
(b) No person shall remove any motor vehicle from the automobile pound until all storage charges levied against the motor vehicle have been fully paid.
