The following types of regulations do not apply on Sundays and legal holidays, unless signs are installed and worded to include Sundays and legal holidays:
(a) Limited-time stopping, standing or parking restrictions which do not restrict stopping, standing or parking during the full twenty-four hour day; and
(b) Right and left turn prohibitions which do not prohibit during the full twenty-four hour day.
