The City, with the concurrence of Council, may establish a Voluntary Employee Benefit Association (VEBA) or other account vehicle which provides for the identical substantive terms of this chapter if, in the opinion of the Controller and the City Attorney, such VEBA or other account vehicle has investment or other advantages superior to the PF Health Benefits Fund established by this chapter.
