The right of a person to health benefits, any other right accrued or accruing to any member, retiree, retiree's spouse, beneficiary or health insurance dependent under the provisions of this chapter, and the moneys belonging to the PF Health Benefits Fund shall not be subject to execution, garnishment, attachment, the operation of bankruptcy or insolvency law, or any other process of law whatsoever, and shall be unassignable, provided, however, that the City shall have the right to set-off for any claim arising for embezzlement by or fraud of a member, retiree, retiree's spouse, beneficiary or health insurance dependent.
