(a) The Controller is vested with the general administration, management and responsibility for the proper operation of the PF Health Benefits Fund and for administering the provisions of this chapter.
(b) The Treasurer shall be the custodian of the PF Health Benefits Fund. All payments from the PF Health Benefits Fund shall be made by the Treasurer only upon proper authorization of the Controller. The Treasurer shall maintain a separate account or accounts at a banking institution which account or accounts shall be identified as the PF Health Benefits Fund for the City.
(c) The City Attorney shall be the legal advisor regarding the PF Health Benefits Fund. The City Attorney may, subject to the approval of Council, obtain legal assistance from legal counsel having additional experience regarding the PF Health Benefits Fund and related matters.
(d) The Controller shall appoint an actuary who shall be the Controller's health benefits technical advisor on matters regarding the operation of the PF Health Benefits Fund and who shall perform such other duties as are required in connection therewith. The Controller's health benefits technical advisor's compensation for such services shall be fixed by the Controller, subject to the approval of Council, and be paid from the expense account.
(e) The Controller shall, subject to the approval of Council, employ such persons as are required for the proper operation of this chapter. The compensation for such services shall be fixed by the Controller, subject to the approval of Council, and be paid from the expense account.
