All payments from the funds of the retirement system shall be made according to provisions of the City Charter only, upon regular City vouchers signed by two persons designated by the Retirement Board. A duly attested copy of a resolution of the Board designating such persons and bearing upon its face specimen signatures of such persons shall be filed with the City Treasurer as his or her authority for making payments upon such vouchers. No voucher shall be drawn unless it has been previously authorized at a regular meeting of the Board.
