Under rules and regulations as the Retirement Board shall adopt, the Board shall determine the number of years and months of prior service and membership service to which a member is entitled, but in no case shall less than twelve months of service rendered in a calendar year be credited as a year of service, nor shall more than one year of service be credited for all service rendered in one calendar year.
