The membership of the retirement system shall consist of the following:
(a) All police officers and firefighters who are on the payroll of the City on the day preceding the effective date of this section (Resolution 82-169, passed February 22, 1982) and who continue in the employment of the City on and after such effective date;
(b) All persons who became police officers and firefighters in the employ of the City on and after such effective date; and
(c) All animal control officers who are on the payroll of the City on June 30, 1980, and who continue in the employment of the City on and after July 1, 1980.
