296.04 POLICE OFFICER AND FIREFIGHTER DEFINED.
   (a)   "Police officer," as used in this chapter, means a police recruit or regularly appointed police officer of the City sworn to enforce the laws and ordinances and to protect life and property. "Police officer" shall not mean any police officer who is appointed temporarily in cases of emergency, any police officer appointed at the request and expense of private parties or any civilian employee of the Police Department.
   (b)   "Firefighter," as used in this chapter, means a firefighter in the employ of the Fire Department, but it shall not mean any firefighter who is appointed temporarily in cases of emergency, any firefighter appointed at the request and expense of private parties or any civilian employee of the Fire Department.
   (c)   In cases of doubt, the Retirement Board shall decide who is a police officer or firefighter within the meaning of this chapter.
