The City Policemen's and Firemen's Retirement System, having been heretofore established in the City Charter, as amended effective July 1, 1943, for the purpose of providing retirement allowances and death benefits for police officers and firefighters of the City and their beneficiaries, is hereby amended, effective July 1, 1980, pursuant to law and as a result of negotiations between the appropriate parties or their agents or representatives, and is hereby set forth in its entirety.
