(a) Council is authorized and directed to cover the eligible employees of the City under the Federal Social Security Old Age and Survivors' Insurance Program, subject to the conditions of Section 218(d) of Title II of the Federal Social Security Act and the State Enabling Act, Act 205 of the Public Acts of 1951, as amended (M.C.L.A. 38.851 et seq.).
(b) The 1956 amendments to Chapter 18 of the City Charter shall become effective as of the social security date, as provided in such chapter.
