No other provision of law, Charter or ordinance, which provision provides wholly or partly, at the expense of the City, for pensions or retirement benefits, worker's compensation and long term disability for eligible officers and employees of the City, and their widows, widowers, children and other dependents, shall apply to members, retirees and beneficiaries of the retirement system, and their widows, widowers, children and other dependents.
