294.22 EXPENSE FUND.
   The Expense Fund shall be the fund to which shall be credited all money provided by the City, and any instrumentality thereof, to pay the administration expenses of the retirement system, and from which shall be paid all expenses necessary in connection with the administration of the retirement system. The Retirement Commission shall annually certify to Council, on or before the first Monday in May, according to legal budget procedure, the amount of appropriation necessary to administer the retirement system during the ensuing fiscal year. The City, and any instrumentality thereof, shall appropriate such amounts to the credit of the Expense Fund.
