The Retirement Commission shall fix and determine by appropriate rules and regulations how much service in any year is equivalent to a year of service, but in no case shall less than ten days of service in a calendar month constitute one month of service; shall less than ten months of service in a service year constitute one year of service; nor shall more than one year of service be creditable for all service rendered in one service year.
