292.05 USE OF CITY VEHICLES.
   The following policy is for the assignment and use of City vehicles:
   (a)   The City will assign vehicles to various City employees due to:
      (1)   The nature of their duties with the City;
      (2)   The need to have transportation in order to carry out assigned City responsibilities;
      (3)   The need to be available for emergency service on a twenty-four hour basis;
      (4)   The need to be available and to remain in radio contact;
      (5)   The need to transport other individuals;
      (6)   The need to reduce liability exposure;
      (7)   The need to transport and/or deliver goods or materials; and
      (8)   Other needs as determined by Council.
   (b)   Assigned City vehicles will have a City seal with governmental license plates, except investigative vehicles for the Police Department and the Fire Department, including vehicles of the Police Chief, Commander, Fire Chief and Deputy Fire Chief. Unsealed vehicles will be assigned nongovernmental license plates.
   (c)   Assigned City vehicles will be provided with all necessary maintenance, including gas and oil which shall be logged at the motor pool at the time of fill-up by the employee, and covered by City insurance.
   (d)   Assigned City vehicles will be used for City business only, except where the City deems it to be in the best interest to allow the car to be used for commuting. City business includes the following:
      (1)   During normal working hours within and outside the City;
      (2)   For transportation to and from meetings, conferences, conventions and occasions which require representation of the individual for his or her City responsibilities, with or without accompaniment of family members;
      (3)   When subject to emergency call, via radio or land line, within the City or within a reasonable response time for an emergency call outside the City; and
      (4)   With advance approval of the employee assigned to the vehicle, for City business by other City employees.
