(a) The City shall use validated tests for all positions and classifications for employment and promotions for all employees.
(b) The Director of Personnel and Purchasing is hereby directed to secure sources for obtaining validated tests to be used in the City service, at the lowest costs possible.
(c) If validated tests are not available through established sources, the Director may obtain validated tests that have been used in the State.
