292.03 CONDITIONS FOR EMPLOYMENT.
   (a)   Fingerprinting. An applicant for employment with the City shall, upon submission of his or her applications for employment, have his or her fingerprints taken by the Chief of Police or his or her authorized deputy for the purpose of assisting the Municipal Service Board or the Public Safety Commission in its investigation of the fitness and character of the applicant for City employment. All such fingerprints shall be and remain the property of the City and shall be retained in the appropriate personnel files of the City.

   (b)   Character Investigation. The Chief of Police or his or her authorized deputy shall promptly make or cause to be made an investigation into the fitness and character of the applicant, as such may be effected by the use of such fingerprints, and shall promptly report his or her findings, in writing, to the Municipal Service Board and/or to the Public Safety Commission, as may be appropriate.

   (c)   Filing of Reports Prior to Employment. No person shall be employed in the classified service of the City or in the Department of Public Safety until copies of the report of the Chief of Police referred to in subsection (b) hereof have been filed with the Municipal Service Board and/or with the Public Safety Commission, as may be appropriate.
