The City shall be liable for all liabilities, including, but not limited to, the defense of all legal actions and the payment of any sums which the Mayor, a Council member or other elected official, an appointed official, a supervisory official or a member of a City board or commission may be held liable to pay while acting within the scope of his or her authority in any such capacity.
