The Department of Parks and Recreation shall be conducted by a Parks and Recreation Commission consisting of seven members. One member shall be a member of the Board of Education and the remaining six members shall be residents of the City who have qualifications of electors and who are not elected or appointed officials. They shall be appointed to the Commission by Council. The term of the Board of Education member shall be set by the Board. The terms of the six residents shall be for three years.
