All moneys collected or received by the City museums or the Historical Commission from any source shall be paid forthwith to the City Treasurer. Such moneys shall be used to offset and defray the expenses of the museum and the Commission in accordance with the annual budget. All moneys received by the museum or the Commission shall be held for the exclusive use of the museum.
