The Lincoln Park Downtown Development Authority shall have all the powers and duties prescribed by Act 197 of the Public Acts of 1975, as amended. Any questions of interpretation of the powers, duties and responsibilities of the Authority shall be resolved by reference to Act 197 of the Public Acts of 1975, as amended. The Authority shall provide the City Council and the Planning Commission with all reports and studies regulating the information and implementation of project development plans. The Authority shall submit the proposed development plans to the City Council prior to the hearing specified in Section 18 of Act 197 of the Public Acts of 1975, as amended.
