254.05 MEETINGS.
   (a)   Purposes and Actions.
      (1)   The Board of Review shall convene in Council Chambers on the Tuesday following the first Monday in March in each year, or on such other date as may subsequently be required by law for the meeting of boards of review in townships, at which time the City Assessor shall submit to the Board the assessment roll for the current year, as prepared by him or her. The Board shall proceed to examine and review the same, and during that day and the day following, if necessary, the Board, of its own motion or on sufficient cause being shown by any person, shall add to such roll the names of persons, the value of personal property and the description and value of real property liable to assessment in the City which were omitted from such assessment roll. The Board shall correct all errors in the names of persons, in the description of property upon such roll and in the assessment and valuation of property thereon, and it shall cause to be done whatever else may be necessary to make such roll comply with the provisions of law.
      (2)   The roll shall be reviewed according to the facts existing on tax day. The Board shall not add to the roll any property not subject to taxation on tax day, nor shall it remove from the roll any property subject to taxation on such day regardless of any change in the taxable status of such property since such day. The Board shall pass upon each valuation and interest and shall enter the valuation of each, as fixed by it, in a separate column.
      (3)   The roll as prepared by the City Assessor shall stand as approved and adopted as the act of the Board, except as changed by a vote as provided in this section. If for any cause a quorum does not assemble during the days mentioned in this section, such roll shall stand as if approved by the Board.

   (b)   Completion of Assessment Roll.
      (1)   The Board shall also meet at the office of the City Assessor on the second Monday in March of each year at 9:00 a.m. and shall continue in session during that day and the day following, and on such additional days as may be required to complete the review of the assessment roll. The Board shall continue its session at least six hours on each of such days and, at the request of any person whose property is assessed thereon or his or her agent, and on sufficient cause being shown, shall correct the assessment as to such property in such manner as in its judgment will make the valuation thereof relatively just and equal. To that end, the Board may examine on oath the person making such application or any other person touching the matter. Any member of the Board may administer the oath.
      (2)   The review of assessment by the Board shall be completed on or before the first Monday in April, and on or before that date a majority of the Board shall endorse thereon and sign a statement to the effect that the same is the assessment roll of the City for the year in which it has been prepared and approved by the Board.
      (3)   The statement may be in the following form:
         Assessment roll of the City of Lincoln Park for the year 19___ as approved by the Board of Review.

   (c)   Notice. Notice of the time and place of the annual meeting of the Board shall be published by the City Assessor not less than one week nor more than three weeks prior thereto.
