(a) The powers and duties of the Environmental Ordinance Officer and Special Projects shall include, but not be limited to:
(1) Checking alleys for violations by places of business;
(2) Coordinating complaints from residents regarding rubbish removal, weed cutting, debris, unlawful dumping, burning on private or public property or other violations relating to health and sanitation;
(3) Enforcing all laws and ordinances regarding abandoned vehicles on private property and conditions of yards and vacant property.
(b) In addition to the enforcement authority conferred on others under the BOCA National Existing Structures Code, the Officer may enforce environmental regulations contained in such Code.
(c) The Officer may issue warning notices and violation tickets for violations of applicable ordinances or regulations contained in such Code.
