230.01 GENERAL POWERS.
   (a)   The Health Officer of the City shall have the supervision and management of all matters pertaining to the public health of the City.
   (b)   In addition to the powers conferred upon him or her by the laws of the State, the Health Officer may order and accomplish the abatement of any nuisance dangerous to public health in the City.
   (c)   The Health Officer shall, by himself or herself or by his or her subordinates, examine and inspect, or cause to be examined or inspected, any premises in the City where he or she has reason to believe any condition exists which is dangerous to public health, and shall summarily abate such conditions when found to exist. He or she may seize and destroy all unclean, filthy, infected substances wherever necessary to preserve the public health and, for this purpose, may go upon private property and demand and require admittance to any building or premises for the purpose of making such examination or for abating such nuisance or conditions.

   (d)   The Health Officer shall recommend to Council, from time to time, such rules and regulations for the protection and preservation of the public health as may be deemed necessary, which rules and regulations shall be subject to enforcement by the Health Officer or other duly authorized and constituted authorities of the City.
