(a) The City Engineer shall receive no compensation for requested attendance at a particular Council meeting to discuss planning for potential or current authorized projects.

(b) The City Engineer shall be paid at the rates determined from time to time by Council for attendance at each Council meeting where his or her attendance is requested concerning matters not in connection with those described in subsection (a) hereof.

(c) The method of determining compensation for professional services for engineering design of public works and construction projects will be a percentage of the fixed sum of the construction cost. The American Society of Civil Engineers Manual and the American Institute of Architects Manual will be used as a guide to determine professional compensation. A copy of the American Society of Civil Engineers Guide for the Engagement of Engineering Services is on file with the City and is made a part of this section by reference.
(d) The Engineer shall receive no fringe benefits.
