(a) On or before the first Monday of March of each year, every elective officer of the City, and every officer and administrative board appointed by Council, shall prepare and file with the Finance Director estimates, in detail, of the expense of operation of the various departments under his, her or its control for one year next succeeding the July 1 following. Such estimates shall clearly set forth the different items of estimated expense, such as salaries, compensation, new apparatus, appliances and supplies, upkeep, repairs, etc. Such estimates shall be tabulated by the Finance Director and transmitted to Council on or before the second Monday in April. Such estimates shall be accompanied by statistics of the amount appropriated for the current year, the balance on hand or overdraft or deficiency by reason of uncollected taxes or otherwise. The Finance Director shall prepare estimates for the general expenses of the City not included in the estimates hereinbefore provided for.
(b) Council shall, on or before the second Monday in May, by resolution which shall appear in the journal of the meeting at which such action is taken, designate the sums allowed, appropriated and to be raised by taxation for the various funds.
