(a) Continuation of Office. The office of Deputy City Controller, heretofore existing, is hereby continued.

(b) Compensation. The salary of the Deputy City Controller shall be determined from time to time by Council, and he or she shall receive no fringe benefits or overtime.
Such salary shall be paid in equal payments on the regular paydays established for classified employees of the City.
