Within three days after Council has made appropriations for the ensuing year, the City Clerk shall certify to the City Assessor the total amount which Council determines shall be raised by general ad valorem tax, together with such other assessments and lawful charges and amounts which Council requires to be assessed, reassessed or charged upon the property and persons appearing upon the assessment roll or tax roll.
