In the case of an actual emergency, any officer, board or department head may make a direct purchase of materials, supplies or services where the immediate procurement thereof is essential to the conduct of the office or department and where the delay of established purchasing procedure would vitally affect the public health, safety or welfare. However, a requisition therefor shall be filed with the Director of Personnel and Purchasing and approved by the City Controller as to the existence of the emergency before payment therefor may be authorized by Council.
