All officers and department heads shall annually, on or before March 1, file with the Director of Personnel and Purchasing detailed estimates of their requirements of materials, supplies and services in order that provision may be made therefor in the annual City budget. The Director may arrange for the purchase of such materials, supplies and services as may be purchased in quantity to the best advantage of the City, in that manner.
