(a) Establishment. The office of Elections Specialist is hereby established in and for the City.

(b) Compensation. The salary of the Elections Specialist shall be determined from time to time by Council, and he or she shall receive no fringe benefits.
(c) Such salary shall be paid in equal payments on the regular paydays established for classified employees of the City.

(d) Duties. The Elections Specialist shall be vested with the powers and shall perform the duties of the Secretary of State, under his or her supervision, with respect to the supervision and administration of all the election laws.
