Except as otherwise provided by these Codified Ordinances, all rules and regulations made by administrative officers, which rules and regulations are required to make effective the provisions of these Codified Ordinances, shall become effective after the approval thereof by Council and the filing of a certified copy thereof in the office of the City Clerk. Copies of such rules and regulations shall be kept in the office of the City Clerk for public inspection and distribution.
