202.04 NOTICES.
   (a)   Except where the manner of service of notice is specifically provided for in the City Charter or in any section of these Codified Ordinances requiring notice, such notice shall be served as follows:
      (1)   By delivering the notice to the owner personally or by leaving the same at his or her residence, office or place of business with some person of suitable age and discretion;
      (2)   By mailing thereof, by registered mail, to such owner at his or her last known residence or business address;
      (3)   By posting such notice in some conspicuous place on the premises of his or her last known residence or business address; or
      (4)   By publication of such notice in a newspaper having a general circulation in the City.
   (b)   No person shall interfere with, obstruct, mutilate, conceal or tear down any official notice posted by any City officer, unless permission therefor is given by such officer.
