§ 35.07   TAX BOARD OF REVIEW.
   (A)   The Tax Board of Review shall consist of five members appointed by the Mayor with the approval of Council. They shall be electors of the village and serve a term of four years.
   (B)   The Tax Board of Review shall adopt its own procedural rules and shall keep a record of its proceedings. A majority of the members shall constitute a quorum. Any hearing by the Board may be conducted privately and the confidential character of the tax information of the taxpayer shall be protected.
   (C)   The Tax Board of Review shall hear and act upon appeal from any ruling or decision of the Administrator.
   (D)   Any taxpayer dissatisfied with the ruling or decision of the Administrator may appeal therefrom to the Tax Board of Review within ten days from the announcement of the ruling or decision by the administration. The Tax Board of Review, after the hearing, shall have jurisdiction to affirm, reverse, or modify any ruling or decision or any part thereof.
