§ 35.04   RECREATION COMMISSION.
   (A)   The Recreation Commission shall consist of five members appointed by Council. They shall be electors of the village and serve a term of four years.
   (B)   Members on the Recreation Commission shall serve staggered terms. At the time of the first appointments under the charter, three members shall be approved for four-year terms, and two shall be appointed for two-year terms. Thereafter, all appointed members shall serve four-year terms.
   (C)   The Recreation Commission shall act as an advisory body to the Village Manager and Council in areas involving recreational programs, maintenance and operation of playgrounds, as well as other recreational facilities.
   (D)   The Recreation Commission shall make an annual report to the Village Manager and Council regarding recreational programs and facilities in the village together with recommendations which it deems appropriate.
